Time for a fan theory that makes no sense but fills in the plot hole:

Judy was kidnapped/murdered or otherwise died in a tragic and avoidable way, and the family was so traumatized by it that they never talked about her again. When asked where Judy is, the mother would just tell people she was upstairs cleaning her room and shouldn't be bothered, cementing in her head a fantasy where Judy is still alive and well.

I wrote a creepypasta about Judy Winslow many years ago to explain her disappearance. What I wrote was that Carl was cleaning his gun that was still loaded and hot when Judy walks in and the gun goes off, accidentally killing her. Carl, in his grief, puts her in a freezer to kill the smell of decomposition and eventually puts her into the Chicago River to keep his job. He eventually goes mad and basically hallucinates the rest of the show like adopting another child and all of the wild plot lines they did in the rest of the series.
