The screen shot I captured doesn't seem to imply intentional manipulation as the pixels appear consistent when comparing the anomaly to the the surrounding features ...interesting.

Here's a theory: The CCTV camera has a ring of infrared emitting LED lights around the circumference. The flickering we're seeing is the lights failing. The lights don't all fail at the same time and due to having different positions around the camera, it gives the appearance that the light source is moving.

The CCTV camera would not necessarily need to be damaged either. It could be that there was some fluctuation in the power source and the camera was particularly sensitive to it but not enough to, for example, visibly affect other appliances at the time (since the emergency lighting appears fine).

Noted that the 'figure' appears to flicker across from the bottom right then bend down or something, as if to sit (or pick up a guitar or something) but then the figure appears more central, facing the camera and to walk toward the bar, which doesn't make sense in terms of timeline and suggests to me that this is 'playback' of a separate image, overlayed. It does appear that the lighting is bouncing off the figure though, which suggests that the image is from the same location. The emergency lighting isn't on during the day though so if the figure is from another superimposed image, it's probably from footage taken earlier that night. Given that this is a static CCTV camera, I suspect this is a malfunctioning camera and the image of the figure is the image of a real person, probably somewhere else on the footage, a form of temporal 'ghosting' (which I can reproduce easily with video editing software within a matter of minutes, not suggesting it has though, just it's a similar effect).

The Earl of Derby had dark hair (although it's possible it could have turned white or blond even in his late 40s before he died). According to reports, The Ghost of The Seventh Earl of Derby was kidnapped by a Chinese man before this happened as well, there's no evidence that he was released. Given the location, which is where I think bands play in the pub and the haircut which looks a bit like one of Spinal Tap or maybe Alex Lifeson from Canadian rock band, Rush, I think this is either the ghost of the guitarist of a 1970s rock band that played at the pub or maybe just a regular punter or member of staff.

There is also another unexplained light source at the end of the room which I think is on the main image though.

That was the police lights from a cruiser using its spot light that's why the lights flashing and moving agsint the walls.
