So why give it the shared DEV database? Don't you want individual developers working on their own local db instances so they can separately code against those?

Also, I can't quite figure out how you are supposed to push both db and source code at the same time using your tooling so that I can activate my CI pipeline and do code tests against an expected database (again, not the shared DEV database).

Can you explain how this stuff is to work with code and not just databases/sql scripts?
