C program to find whether a year entered by the user is a leap year or not.

A leap year is a calendar year that contains an additional day added to keep the calendar year synchronized with the astronomical year or seasonal year.

The pseudocode for this should be: 1) If the year is divisible evenly by 400, it is a leap year. 2) If the year is not divisible by 400, but is divisible by 100, it is not a leap year. 3) If the year is not divisible by 400, and also not divisible by 100, but is divisible by 4, it is a leap year.
