Do normaal, act normally, is really a rejection of (percieved) absurdity. In the case of these entrepeneurs, its usually parents or friends telling them to not step out of line like that, it's all too risky, and wierd. On the whole, because it's telling people to stop being wierd, it's extremely context sensitive to what they're doing

On the flag waving; it's sometimes seen as (too extremely) nationalistic, leaning to the "Far right". This quote from Terry Pratchett's book "Night Watch" kinda explains how most of the Dutch feel about flag waving... Just replace "Ankh-Morpork" with "The Netherlands"... ;-) -"“Tom?” “Yes, Clive?” “Have you ever sung the national anthem?” “Oh, lots of times, sir.” “I don’t mean officially.” “You mean just to show I’m patriotic? Good gods, no. That would be a rather odd thing to do, ” said the captain. “And how about the flag?” “Well, obviously I salute it every day, sir.” “But you don’t wave it, at all?” the major enquired. “I think I waved a paper one a few times when I was a little boy. Patrician’s birthday or something. We stood in the streets as he rode by and we shouted ‘Hurrah!’” “Never since then?” “Well, no, Clive, ” said the captain, looking embarrassed. “I’d be very worried if I saw a man singing the national anthem and waving the flag, sir. It’s really a thing foreigners do.” “Really? Why?” “We don’t need to show we’re patriotic, sir. I mean, this is Ankh-Morpork. We don’t have to make a big fuss about being the best, sir. Not having flags is a perfect example of normaal doen. We all know this is Nederland and we don't have to show that off. We use that flag for special occasions. And about the small cars: you don't need a drivers license. A scooter license will do.

The zombie problem in the US is likely caused by the opioid pandemic over in the States. People started to crave stronger and stronger drugs.
Here in the Netherlands pain killers are much more regulated by doctors and pharmacists, reducing the risk of addiction and in turn the risk of street zombies.

I really want to visit the Netherlands now. The only thing I knew about the Dutch before is that they say exactly what they think. They don’t sugar coat anything. I’ve also known them to be concerned about what’s good for the collective and not just the individual. I’ve always been intrigued by the Dutch. I’m coming (to visit)!

I think there are a few reasons why NL (and other EU countries) don't have the zombie problems, but the main reason is our social system. If something worse happen, there is always a way out to overcome and recover with goverment support. If you loose your job, something worse happens to you or your kid, there is always help. It cost tax but at the end we all benefit, because after recovering you can work and pay tax again. I think a lot of drug zombies in the US experienced something terrible and lacked social support to overcome. They reached the point of no return with drugs as only painkiller against the pain of losing there humanity

"doe normaal" is like "Ja hallo" the intonation as well the moment it is said make it mean diffident things.

The tree is planted in 1898 by (or dedicated to) Queen Wilhelmina, it is her inauguration year. Born in 1880, she became queen with the death of her father in 1890, but she was only ten years old, thus her mother, Queen Emma, was regent until Queen Wilhelmina was eighteen and could ascent the throne. She abdicated in 1948, after fifty years, in favor of her daughter Queen Juliana. The fence is there to give it the status it deserves, with a portrait of the young queen.

It's fairly simple, it's all about context.

Someone can say: "I just completed my whole study in 2 years". "Oh, wow! Doe normaal" As in "really? amazing"
Someone can say: "I just used a turtle as a means for transport" "Doe normaal man" As in "that's kinda stupid, don't do that"
Someone can say: "Oh, here he comes. He's so cute! "Doe normaal!!" As in Act normal

It's a piece of OG dutch slang that still lives on and can be used in a wide variety of cases!

Calvinism may be the answer you're looking for.

Doe normaal' does mean a lot of things. Like most Dutch sayings, you need some context to fully understand it. Your friend is absolutely right, as are most of the explanations I've heard you discuss.

The roots of this phrase can be traced back to the Calvinistic influence on Dutch culture. It expresses the values of modesty, humility, and the practical approach to life that Calvinism emphasises.

The Dutch are certainly not opposed to inventing something great or achieving success. In fact, in many situations, they will applaud you for it—unless you give any indication that you expect them to.

The cultural value that still persists is to avoid standing out, shun excessive displays of wealth or emotion, and behave in line with societal norms. The Dutch appreciate down-to-earth behaviour far more. For instance, the prime minister cycling to work is immensely appreciated, whereas seeing him in a chauffeur-driven car certainly wouldn’t earn him more respect.

It is sometimes compared to Whac-A-Mole. Stay in the grass and nothing happens. You can be whoever you want to be, can do whatever you want to do as long as it's practical and efficient. But stick out your head and the Dutch will instantly invent a hammer, mallet or other blunt object to whac you back down.

If I remember well....Those little cars are legally mopeds, so you can get one at 16 years old. You can't drive them on the Highways where mopeds are not allowed.

About the drug and zombie thing. In NL an addiction is seen as a disease and not as something criminal. In the days of heroin addiction the people were given a substitute, methadon, so they didn't have to steal or prostitute in order to be able to buy heroin. This is an example of a different approach.

About the little cars. I live in the south of France and we have loads of these little cars here as well.

About the loud scooters. It's illegal. They do have non standard exhausts. You can get a ticket for that, but I guess the police doesn't really enforce it unless it getting really ridiculous. Same goes for cars/motorcycles. There's strict regulations about how much noise your vehicle is allowed to make.

In the Netherlands, a feminine culture prevails, meaning we focus on caring for each other, with an emphasis on equality and social responsibility. This is evident in everyday life: we don't want people wandering the streets like zombies, as it's harmful to both themselves and their surroundings. Such individuals are often first approached by the police and enter a support system. While this doesn't always work perfectly, it often prevents larger issues.
