In lawmaking, "caption bills" that propose minor changes in law with simplistic titles (the bait) are introduced to the legislature (in this case to the Omaha City Council, and the citizens of Omaha Nebraska) with the ultimate objective of substantially changing the wording (the switch) at a later date in order to try to smooth the passage of a controversial or major amendment. (in this case, the Kelley Plucker LLC lobbyist contract for $122,000.00 ).
A contract for a five-year period with an annual 3 percent increase. This proposed contract is an approximate sixty (60) percent increase over last year of $49,000.00! We have all heard of inflation, but this beats inflation of any sort.
Mayor Jean Stothert deleted Omaha Deputy City Attorney - In-house Lobbyist Jack Cheloha’s position in the law department. budget in the Omaha 2024 Budget. She, Mayor Stothert is now attempting to replace the 2024 Budget reduction in the Law Department with lobbyist firm Kelley Plucker LLC. That line-item reduction is the bait. Mayor Stothert makes it appear as if there was a reduction in the law department budget and then replaces the so-called deduction with the costly Kelley Plucker LLC contract which is the political switch.
First, if the elected City Council was impartially doing their job for their constituents, being good financial stewards, and being transparent, the Omaha City Council should want to require a public RFP. Secondly, without an open RFP, the city is saying there are no lobbyist firms other than Kelley Plucker LLC in the City of Omaha that can do a great job for the City of Omaha. Lastly, without an open RFP, it appears surreptitious.
• Taxpayers of Omaha, are we so gullible that we do not see what is going on, cronyism, favoritism, nepotism?
• Are we so accepting, that we do not call out our elected officials for allowing these blatant actions of the Council to bow to the whims of Mayor Stothert?
• How long will the voters of Omaha continue to allow the budget to be increased with bait-and-switch tactics?
As voters, we must stand up and hold our elected City Council representatives accountable to us, the VOTERS. Tell the City Council to vote NO!
