the difficulty curving in this game is insane. between gym 7 and getting dialga (and somewhat with gym 8) the levels don’t grow much at all, and then you reach the elite 4 with a massive level jump plus them having actual competitive pokemon

22:20 Well, Roserade (along with Exeggutor) with 125 Base, has the highest Special Attack for Grass types and the 2nd highest Special Attack for Poison types (excluding Legendaries, UB's & Mega's).
So, obviously it would be powerful.
