Raising rates does not "kill inflation" it kills demand for loans, which reduces the currency supply inflating in progress (though the government keeps borrowing and so it only slows down some of the sources of increased currency supply). The announcement of higher rates would stimulate interim borrowing, perhaps, but the actual raising depresses demand for loans and anything that could have been done with loans. The loans already taken out and sitting in accounts are still seeping into the economy from previous inflating of supply of currency. Prices are going up because the currency is increasingly mistrusted. After all, if they can steal it from Russia, think how much easier it might be to steal it from a elderly depositor.
