The Russian made Подсолнух-Э (Sunflower-E) HF over-the-horizon surface wave RADAR (OTH-SW) is produced in part by Научно-исследовательский институт дальней радиосвязи НИИДАР the (Scientific Research Institute for Long-Distance Communications NIIDAR) and РТИ Системы (RTI Systems). The system is a bi-static tactical HF surface wave RADAR developed for illuminating both sea surface and air objects within a typical range of 15 to 450 kM and up to ~120 degrees target area as part of China’s coastal surveillance.
Utilizing Frequency Modulated on Pulse or FMoP modulation normally operating between 4 and 10 MHz at 50 kHz bandwidth or interlaced at 100 kHz bandwidth with pulse repetition frequencies ranging from 20 to 43 Hz.
Some have an additional ‘sounder’ event that occurs regularly with a short burst every ~3min 50secs with a pulse repetition frequency of 71 Hz.

I like your content a lot. I just subscribed 10 minutes ago. You really are pulling all these signals in. My station here in Colorado does not mainly because im using a small antenna.
