Personally, I believe he isn't entirely good. Considering how long he took to decide between her life and those criminals, and how he says "Old habbits die hard I guess". Because here's the thing, when he said that, it sounded like his habbit got in the way of his current mission, which is to find and track down those or anyone related to the bomb that destroyed the Overwatch HQ, which he was still inside of, by any means necessary. I believe, had he known for sure that those criminals could have gotten him closer, then he would have chased them and left the girl. As he said himself when the girl asked him if he was a hero. "Not anymore"
