I read somewhere that the Franklin badge was the reward given after defeating the gym leader Benjamin Franklin. I've been searching forever to find the place I read it from, but to no avail :(

i saw some people draw ninten with a franklin badge in a bandana

i feel like its a mix between the mother 3 version and the one in the mother 1 guidebook (since ninten first gets it from pippi in mother 1, i imagine she somehow found a badge which can reflect lighting, but it lost all its paint due to being so old so she grabbed some colored pens and just made the smiley design, then after gave it to ninten. however the one in earthbound and mother 3 has the mother 3 design since those haven't lost their paint yet as they've been made more recently)

Also in the official Ness figure the metal on the bag apparently represents the badge according to the description
