This is a piece of the thermal blanket that fell off of Perseverance upon entry. Lots of pieces can and do fall off the rovers and landers. Is it litter? Technically, I suppose it is. However, it is not litter in the colloquial terms we use to describe litter on Earth. Here litter is a pejorative used to describe trash being discarded anywhere without respect to the environment or rules. Pieces of spacecraft that have fallen off or were purposely jettisoned are 1.) few in number and 2.) largely comprised of metals, which will decompose over time.
