This has been proved in Modern Family, when Mitchell was in Paris he was trying to speak French and they spoke to him in English. They were a bit rude but they did speak English. I'm in France for three days also. Tomorrow's my last day but it has been quite nice here. In a Burger King, the workers spoke English.
