Even with Russia's sanction evasion by proxies, the EU's reliance of Russian oil has fallen. You can look at the insane increase of energy coming from the US. non of that US energy is coming from Russia.

you miss the point though - sections are designed so that EU oil prices don't change much, but Russia gets way less revenue from it. And it has been working as intended
