11. Offer territory to Russia before even getting to the negotiating table

Ukraine should reject Witcoff as a negotiator for being too pro Russia and believing only the Russian side. Also he is of Russian descent. He is not balanced. If Russia rejected Kellogg, then Ukraine can reject Witcoff and anyone else who is informationally unbalanced.
