How to Install Oracle Database 18c XE on Windows OS || Connect using SQL Plus and SQL Developer

If you are getting ORA-12541: TNS:no listener error, please check the listener status and what IP and port it is listening to by running the below command. It might be either the listener is not running or the localhost is not resolved correctly.

This was very helpful, direct, simple, and stable. I tried installing earlier before using this and I messed up the listener somehow I connected to XE once before setting up the listener, but after trying the wrong way to setup the listener, and, I think rebooting, I couldn't connect at all. I had tried starting the oracle instance and service before doing the listener. What a mess. I tried then doing the listener the right way but the system was already messed up. SO....

I totally uninstalled Oracle and followed THESE instructions. Everything worked perfectly!! Thank you SO MUCH. Well presented.
