What's the difference between revenue expenditure and non planned expenditure?? u said that the interest that GOI pays on external debt comes under rev. exp. because that's fixed and done on day to day basis. u also said salary of MPs come under rev. exp. citing the same cause....then why do the salaries of govt. officials and defence personnel don't come under revenue payment? why they are categorised in NON-PLANNED category?
