Private Univ are not goverened by UGC. Pvt Univ are autonomous bodies and do not take Grant from Govt to run that is the reason they charge high fees. They are free to frame rules on their own and run the Univ as per their policy. It is not binding for them ti follow Govt fee refund policy.
