The problem is that it is defined by whether or not it is welcome not by the action. How do you even find out if it even is even welcome in the first place if finding out suddenly becomes harassment if it turned out to not be welcomed. The act of finding out if it is welcome is then itself a risk. Women in the workplace are not worth interacting with unless it is absolutely necessary for strictly professional matters in front of cameras and witnesses. When victimization can be weaponized inteligent, successful, high value men won't entertain any female attention at work.
