The material point of being a self-governing nation is for the authority to stay always with the governed. To maintain a government that obeys the principle of "government by consent of the governed", the governed must talk to one another. They must study and question and petition and demonstrate and discuss, debate and even deplore what the government does and doesn't do. And this must not only be accepted, but welcomed and celebrated.

There is no substitute to intelligent, deliberate, continuous and determined engagement with government as an individual, by individuals as a group or by combined groups of people seeking to speak for the voiceless and forgotten and ignored. To leave it to Congress alone is to risk being forced to live a life you would not chose for yourself. Congress can never know best when it listens only to one voice, one point of view, one way of thinking, one ideology, one definition of "best".

Staying silent against police over reaction, poor training, overwork, lack of support or ignored brutality is never a sign of respect or patriotism. When problems are obvious at the people level but ridiculed and ignored at the government level, more potent demonstrations that raise the level of concern must be allowed and understood. This enables critical problems to gain necessary visability peacefully without violant eruption.
