Most people seem struck by the cruelty of it. I'm struck by the stupidity of it. If the dog dodged, she could have shot her own foot. Why would you produce a dead dog and a lot of blood in a gravel pit with no soil at hand in which to bury it? What effect would the shooting have on her kids? Noem seems to lack the ability to plan and to handle complex situations.
