Elon Musk can invest in creating a Space Rocket Launch Facility in Sarangani Bay near General Santos City at the southern tip of Mindanao Island in the Philippines. This location is only 6-degrees north of the Equator, making it ideal for launching satellites to equatorial orbits near low-Earth orbits, geostationary sites in the Earth's celestial equator, the L1, L4, and L5 Lagrangian (Trojan) locations in cis-lunar space, and space probes going to Mars, Venus, the Asteroid Belt, and Beyond.

Also, the Japanese and South Koreans will need their own access to a Space Launch Facility near the Equator even if Elon Musk limits his own investments on SpaceX in the Philippines. It will be better if they all co-invest and collaborate.
