As far as I can tell, Fallout 76 doesn't seem to integrate with your steam friends list.
But, if you search for your friends in-game name, you should be able to add them that way. Don't search for their steam name, it must be whatever in-game name they gave themselves when they created their character.

Do you know that this feature is broken as hell if someone finds you in the world and sends you an invite that's not your friends it's still broken it won't allow you to accept the invite at times it told me to hold the touchpad and when I hold it it takes me to the social screen but it does not allow me to accept their invite
