Police reforms such as: no choke hold, knee necking, knee heading. excess force and beating, EEO training, facilitation training, counseling training, negotiation training, arrest training, legal training in arrest and legal force, legal shooting conditions, police conducts, and legal training within police duty jurisdiction. All should be clearly taught in Police Academy.

The head of the Executive Branch ambiguously empowering the Attorney General and HHS with powers that they already have within already existing certification programs with safeguards with incentives to be distributed by the executive branch at the discretion. There is nothing being moved here, it's just "appropriate and consistent with applicable law" mulling around in the status quo. There's no accountability for departments, there's no changes to the structure of oversight, there's no changes to punishments for infraction by officers, there's no changes to immunity for serial abuse, there's no change here.
