They handled it incorrectly; the farmers should have been punished severely, very publicly, for abusing a goodwill effort by the government to induct the people into a public service effort that benefited everyone. It's historically worked in Western countries, including the US when wildlife populations have grown uncontrollably and are endangering their game economies for everything else living there (boars, invasive snakes, wolves many, many years ago, etc).
