According to a senior Biden administration official, U.S. journalist Evan Gershkovich and retired U.S. Marine Paul Whelan are part of an agreed larger prisoner swap with Russia and are expected to soon be back in U.S. custody. Jamil Jaffer, founder of the National Security Institute, says despite the prisoner swap, the Russians have “long memories” and that “nothing is free from doubt” even after a deal is executed.
