The new people in charge dismantle whatever the previous management had done .

As long as the PCB Chairman who is also a Senator, the Interior Minister and a Businessman, Mohsin Naqvi, is in charge of Pakistan Cricket then there is no hope. Nepotism and corruption is the problem.

Imran Khan provided himself and the next top gen of fast bowlers. After that there has been no real leadership! Imran, Wasim and Waqar are the only fast bowlers with over 200 test wickets for Pak. Shoaib Akhtar has 178.

New pacers are not playing a lot of 5 day games at domestic level. Hence the skills are dropping and that is not good.

Since the advent of t20 pacers are being punished so pak instead needs medium pacers and bowlers who can deliver with a consistent line and length. Swing the ball and change pace. Plus they need very good spinners an off spinner and a wrist spinner specialist

Shaheen is not the same. Ever since he returned he hasn't bowled a single delivery above 150. When in 2021 his fastest ball was 151.8 or something.
