Ultimately, nothing happens without Vince's approval. I know Hulk Hogan has been known to tell many lies. But I believe him when it comes to his 1993 conflict with Bret Hart. If the agreement was to have Bret beat Hogan for the belt, then it would have happened because Vince was the one in control. Unless Vince agrees to it, then it doesn't matter what Hogan may have said to Bret, because only what Vince said and Vince allowed matters.

Hogan is such a liar. That booking was absolutely horrible. Hulk was using as leverage against Vince saying he was considering going to WCW. So after Vince gave in, the idea was to do face vs face, and have Hogan put over Hart as the new face. However, Hogan is so selfish. This is one of the many times we get the, “that wont work for me brother!”
