Because it is a remnant of roman numbering and latin. In MANY languages, we still have specific individual names for a few numbers after ten. And after a certain threshold, we start using composite-names.

In english and german, there is only 11 and 12. The rest are composed with "teen" and "zehn":
*_eleven twelve_* then
thirteen fourteen fifteen sixteen...
*_elf zwolf_* and then again
Dreizehn vierzehn fünfzehn sechtzehn...

In french, it goes up to 16 ! with specific names: 11 onze, 12 douze, 13 treize, 14 quatorze, 15 quinze, 16 seize ... and only then the rest is a composite with the word "dix" (ten) :
17 dix-sept, 18 dix-huit, 19 dix-neuf.

In Spanish and other languages, same thing... but the point of rupture between 10 and 20 doesn't not always occur at the same number. 🤷‍♂️

P.S. There is a language where, logically, the composite naming is absolutely regular and start right after ten. It's the international language Esperanto.
1: Unu, du, tri, kvar, kvin, ses, sep, ok ...
11: Dekunu, dekdu, dektri, dekkvar (etc.)
21: Dudekunu, dudekdu, dudektri (etc.)

Understandable, since it was CREATED to have only a few grammar rules being perfectly regular.👍
