Wow... Misty's Starmie was definitely under utilized. Honestly the perfect time to showcase Misty's Starmie would have been in SM when Ash and Misty battled. They could have made it like an official Gym Battle, so Ash can actually say he earned the Cascade badge (since that was brought up earlier in the episode), and make the battle a 2 on 2. Misty would use Starmie and Gyarados vs Ash using Rowlet and Pikachu. Starmie could defeat Rowlet but then fall to Pikachu, and then the Pikachu vs Mega Gyarados could play out like it did in the Anime. As for Starmie's updated moveset for the battle (since Steelix got a massive upgrade too): Water Pulse, Thunderbolt, Psychic, Recover. We know Misty has another Recover user in Corsola, so Starmie learning it wouldn't be that hard, Water Pulse is an upgrade from Water Gun, and we know Misty has the skills to teach unexpectedly moves, as we saw Gyarados use to know Flamethrower, so Starmie with Thunderbolt could be her counter to Electric types, after traveling with Ash for so long, PLUS we know Misty watched at least some of the Hoenn League, the same that had a Thunderbolt Using Meowth that would counter Electric moves with that very Thunderbolt, and Psychic is just to give it a Psychic STAB move, and it too can be used in creative ways.

French dub starmie is crazy. Rather than yelling and grunting noises, it makes... Female moaning noises

Starmie was one of the Pokemon designers found too difficult to animate back then which is one of reasons why it was decided to leave Starmie behind. Several other Pokemon in the anime had the same fate. But yeah that’s why they made Staryu Misty’s signature Pokemon in the anime
