If you're having issues with notifications being received inconsistently, try the following:

Make sure your browser is minimized when testing.

Send the notification from a separate browser.

Clear your browser cookie and cache, specially of your site.

Ensure SSL is enabled.

If a notification is already present in your notification panel, clear it first.
