Sprung Structure? Would it go downtown? Seems like that might be a little weird? Looks like a pop-up ghetto.

1st Guy sets up "context" which we might also call the "frame, " and that frame is SLOW and don't make decisions and move with "caution." And the complexity. And the difficulty. And the intractability. And the "system as large as this." So, we're a small piece. .and to keep in mind we can't really do anything and shouldn't . . . and that's the context, or as Bill McKibben says, "winning slowly is losing." Preserve the status quo. Mostly we need--rapid response, which is storm troopers and hack for a cause profiling, That's what the staff recommendation is--and who does that benefit? Who are they working for?

I'm pretty sure Ruiz just said the structure, the pop-up ghetto/ detention center would not have a location that would be the same as a brick and mortar, which means the pop up ghetto is slotted to "go" where pop-up ghettos "go" which is in ghettos. And so I think this, along with Clark's talk about obligating people to go to the shelter is the warning I gave a while ago that Boise was staged to compel people to concentration camps. It's the mandate to force people from downtown, and so serving the conservative agenda of Downtown landowners, as per usual--the stakeholders.

1:20: "This is what you want, you requested this. This is what we have. We have a detention center for unhoused/poor people and we'll place it out in a field somewhere like Camp 99. Vinis moves it along--that's the sign that the fix is in. Ghettoize human beings and get them out of sight.
