My theory is:

The one in contract with Astaroth is Julius. Astaroth was described as someone who doesn't want to be associated with evil intentions. Julius has good intentions for his kingdom and humanity. Of course this is only possible if Julius is a separate person from Lucius.

Julius might really have time magic the same with Astaroth so they are in perfect sync just like how Asta and Liebe are. Because of this they are more powerful in union the same with Asta. On the other hand, Lucius has soul magic. He then transferred his soul to Julius' body. The fact that he has soul magic, he must have the ability to manipulate someone's soul (Julius' soul) making it unconscious whenever he wanted to just like how he easily took over Julius' consciousness.

Lucius might have summoned Astaroth but he didn't respond knowing Lucius' evil intentions. We know that the nature of Julius' time magic is to steal time from his target which then he revised into "to steal someone's future". What if Astaroth's can steal someone's past, present and future like literally stealing someone's existence and make it his own? This might be how he got outside the underworld. This is similar but quite different from how Lucifero can manifest in the human world using a lower devil.

After getting outside, Astaroth might have met Licita. They then had affairs and told Licita what she should do and decided to left her for something important (perhaps for his unknown plan). He then met Julius (not accidentally tho), the only human who has ever used time magic (this means they're strongly connected). He then forged a contract with him knowing that he had no evil intentions. This is also another way for Astaroth to always be in watch with Asta. However, Lucius came into place. Since he once rejected by Astaroth, the only way to have his power is to possess the person Astaroth is in contract with, which is Julius. Using his soul magic, he then hid his existence inside Julius. The fact that he's got a hold of Julius' soul also means he can access Astaroth's power (if the contract is carved into their souls). He then used Astaroth's time magic to steal Julius' past including all his knowledge during those times. This whole time, Julius might have been subconsciously doing what Lucius is telling his soul to do so.

Licita was stated to be 26, Asta is 17, 26 + 17 = 43. "Julius" Chronologically was stated to be 42, Asta aged up, so "Julius" must age up too. Obviously, exact timing is impossible right now, but the timing that IS available works out; "Julius" was 25 17 years

Could Lucius be trying to make himself a king of hell, through Lucifer’s heart, and with that power he would bring his siblings back in undying bodies? Thus, Lucius could have summoned Astroth as his intentions, at the time, weren’t technically bad, but where to find a way to make people not die in an unfair magic world? Thus apon he possessed astroth, and wish new knowledge, put his plan into action? Also - total side idea that is totally out there, could Asta and Liabe be the same person but from two different timelines, one in which asta died and was reborn in the underworld?

Here is a theory: it could be either asta and Lieber are twins or devil hybrids have a sort of a duality Gemini twin effect where Liebe and asta are the same person but separated personality: the human form and devil form. Also lucifero at the time is the strongest and the king of devil's and hearing about Astaroth leaving probably went to hunt him down. Astaroth later knew he was being hunted and told her to leave asta to protect her and asta. He most likely didn't know about Liebe until it was too late. He wants to kill Lucifero and finds Lucius who I'm guessing hates his brother and so wants to kill Lucifero host and makes a pact with him to kill Lucifero.

Been rewatching BC lately and I found something interesting on why asta doesn’t have mana. During the witches forest arc, the Queen of witches says that a sudden mutation kept Asta from having mana. The question is what is the mutation that doesn’t allow Asta to have mana? She also knew what the what the swords were and their name by just looking at them, how does show know them?

I think that maybe Julius is Astaroth's "angel part" we know that demons are fallen Angels, I think that Astaroth gave his demon heart to Asta and Liebe his sons making him becoming Julius to avoid Lucius to get all his powers and that would be why Lucius needs Lucifero's heart to finally get a full demon body, I think it's possible that most of Astaroth's power is sleeping within his sons and Lucius cannot get it because of anti magic so he made all this plan to get a strong devil's heart. We'll see

My opinion.
Julius is Astaroth with his memory wiped but inhabiting Lucius Zogratis body.

Lucius is Asta's father and something happened with Licita to cause him to put Dante in a crosshairs.

Instead of the evil presence of takeover being the Devil over the Human, Lucius Zogratis instead did a reversal and got full control over Astaroth. Julius is Astaroth but with his memory wiped and Lucius in the background before he takes over again. I believe Lucius gave 100% control of his body to Astaroth in contract talks but manipulated/cheated the system by wiping said Devil's memory. During this wipe he could've used said abilities of the devil since its presence of Conciousness would be at a zero because of the memory wipe(Like how Yuno regained control during the Elf Saga since the Elf possessing him wasn't born yet so no Conciousness to take over Yuno's). Lucius could've used this to his advantage to be immune to Licita's curse. Or option 2 would be him being an original powerful mage but him spending time with Licita led him down the path of losing the use of his legs.

okay so hear me out - since astaroth is the time devil, there’s a chance that lucius & marx had been working for a plan to have lucius regain his memories by planting some sort of “death note-style” instance. the example i’ll use is light knew when he’d touch the notebook, his memories would return immediately. lucius might have planned that in the event julius dies, his tattoo filled with mana would turn back his physical age to have a “plausible story” for the tattoo ressurection, and lucius would then gain consciousness/his memories back that marx had wiped. this makes sense because lucius would have been able to use astaroth to foresee deep into the future, found out that the events of the elf ressurection, patry killing julius, etc. it would be an opportunistic time to regain the memories, as it lines up with the dark triad’s preparation to advance their plans with the tree of qliphoth. i dont really know how to tie nacht into this, though.. it might have been that the faust family knew about astaroth/lucius, and may have been protecting the two for another purpose.

Marcs might be working for Lucius, Lucius stopped time and brought Marcs near the Asta and Liebe to use his memory magic on them in the midst of battle with Lucifer so that Asta would unlock more power than before.
