I just wanted to provide a different way of doing this. It works fine for me so I thought I would share it, especially after people have asked for it. I think the most important piece of that is to make sure that your transport is truly a NETWORK with easy transfers, rather than a few isolated lines. Then with every line you add, the number of trips your residents can takes increases exponentially, because they can go from any point to any point on the network, rather than relying on the good luck that one line gets them to their destination.

Public transport doesn’t need to make money and can be justified as an expense to the city for all the benefits it brings, reduced traffic, increased mobility for all, better development, and success should be measured on those terms not financial terms.

Personally I rather implement a strong and fast public transport system than a cost effective.. I share the opinion that only a non-profit system can give good service to the residents..

Pro Tip: Busses are the most profitable public transportation when operating expenses are taken into account. Raise the fare by a couple of dollars on major routes that take people to work, major shopping areas and major entertainment areas. Lower the amount of buses on lines during non peak hours and the money will start rolling in (at least until you start adding competing methods of transportation that aren't nearly as profitable).

When you reduced the capacity of your buses or trams, the maintenance cost did go up. Shouldn't it be going down?
(Also, the time scales are weird in Cities: Skylines. A tram which needs several weeks to go from one end to the other, which is just a kilometer away?)

You could create a public transport hub at city and town centres. Hub should be contained within a city park. Cims pay for transit and pay once commuting through park. Same with "International hubs". Could be achieved in vanilla.

I notice there was a maintenance cost on the vehicle. When i made a city with a train system and there were two workshop assets i could not use because of the maintenance cost. It cost more to run them then the stations they were going to.

If you really want to go down the rabbit hole on this then there are a few books you need to read. Human Transit, by Jarrett Walker, Transport For Suburbia, by Paul Mees, Street Smart, by Samuel I. Schwartz, and Transportation For Livable Cities, by Vukan Vuchic. If you want to go even deeper into the rabbit hole then look up Urban Transit Operations Planing And Operation, by Vuchic, and Urban Transit Systems And Technology, by Vuchic. Those last two are textbooks used by transport engineers.

Keep in mind, in the real world public transport never makes a profit. The highest fare box return in the world is 50%, in Zurich, Switzerland.

The secret to profit is: short lines + lots of transfers + deincentivised car use.

Cims pay a ticket when they get on a vehicle. Unfortunately, you can't set different prices for distance travelled, so shorter trips are more profitable than longer trips. Cims don't mind transfers or waiting times so you can simulate different prices and make your system more profitable by splitting lines up.

Instead of 1 long bus route going through your entire residential zone, then to your commercial zone, then through the zone and back again do the following. Make 1 line on the edge of the residential and connect it to the edge of the commercial zone. Place a second line in your residential to pick up cims and deliver them to the edge where your other line is. Do the same in your commercial zone. Now Cims that want to travel over the entire line have to pay 3 times as much.

Instead of thinking in lines, you need to think in transfer points.

Shouldn't you change the vehicle maintenance cost, below vehicle capacity?
