The 3rd pack could be all three dogs, but the ho-oh and lugia packs having the starters and new steel types. That would balance out imo.

A good immersive for ho oh and lugia is where both the two legendary birds and the three dogs are present

I do believe this is correct, until now it sounds the more coherent that it would be the three main, so they can do that for the next packs (A3, A4, A5 etc) and living mythical as the booster pack.
this does leaves a question, whom will be the crown cards, my theory is that the rainbow cards are the legendaries, and the crown the three dogs

nahh the leak said four packs so I think Ho-oh, and the 3 legendary dogs the 4 of them being the main card of each of the packs
and then after 1.5 months we'll get Lugia in a miniset similar to how we got mew

Johto originaly has only 100 pokemon. Since A2 is a big set like GENETIC APEX you can expect lot of pokemons from later on generations. And for the showcase, i think we will be surprised. Caus in A1 we got picachu and charizard which none of them was legendary. But they were major in the anime. I think the 3rd pack will be showcased by tyranitar or one of the starters.

Oohh... Nice take on the old game box covers. I think since you are so well versed (anime, tcg etc), maybe thematic decks would be nice in future when we get more cards. Like trainer + his mons. People tend to like seeing non-meta decks winning meta decks. Oh ya. And definitely pack openings when the new set launches.

Hoho lugia and suicune packs will be so sweet ngl, it should be these three as the pack art

I mean, literally for our we had Pikachu and Charizard and Mewtwo. I can definitely see Hoho and Lugia but the third one is definitely gonna be a wild card, but I definitely agree for the packer

For me the main desire for the next set is getting a Dark Ex and Metal Ex since we don't have those yet. Probably won't see a dragon ex till the third set. Really don't care who the cover cards are since I will be getting them overtime. Also really hoping they give us more deck slots cause 15 isn't much. We also need the full heal item in pocket for decks to deal with sleep, poison, and para.
