In this video, FOR SA's Legal Advisor, Liesl Pretorius, discusses the failure to define "hatred" in the Prevention and Combating of Hate Crimes and Hate Speech Bill. The Bill proposes criminalising expressions it deems to be “hate speech” suggesting jail sentence of up to eight (8) years.

TAKE ACTION:
- The Bill is currently open for public comment until 13h00, Friday 12 May 2023.

WAY FORWARD:
The Bill was passed by Parliament’s first house, the National Assembly, on 14 March 2023 and sent to Parliament’s second house, the National Council of Provinces (“NCOP”) for concurrence. The NCOP’s Select Committee on Security and Justice will start working on the Bill on Wednesday, 19 April 2023. If the NCOP passes the Bill, without amendments, it will be submitted to the President to be signed into law.
