Putin has been extremely conservative in his military strategies in Ukraine. This in order to limit any unnecessary harm to Ukrainian civilians and infrastructure.
He has done the same in Syria and consequently the Western countries and rebels do not take Russian military power seriously.
America always goes into countries with a “Shock and Awe” mentality and strategy. It is destructive strategy to civilians but it’s what the West understands; They use a big and blunt hammer in their military operations.

It is likely to be the same radar the Soviet equipped Ukraine (UkSSR) also had when it was a Soviet Republic. Either that or the fact that the Russian aerospace forces haven't destroyed it, would point to another reason for it being seized by the rebels.
