Data to take into account: The butterfly form that begins to manifest during mewberty is called the Ultimate magic form.
Only the women of the Butterfly family can take the Ultimate magic form (the butterfly form), so Jushtin (a boy) can't take it.
Only Butterflies that know how to deep down (use magic without the wand) can transform into their Ultimate magic form, so Comet (Moon's mother and Star's grandmother) couldn't do it, since she didn't know how to use magic without it wand, Eclipsa couldn't for much of her life either, because she didn't know how to deep down, but when she learned at the end of the series, she was able to take her butterfly form.
Dirhhennia is the only butterfly that never went through mewberty, so she was never able to transform into her butterfly form.

Or is it vice versa for boys, as in going all girl crazy?

I think Queens of Mewni’s Mewberty Form color is the opposite of there Butterfly Form Color and there Butterfly Form Color is there Hair Color.
