HEY, I've been having this issue when I was installing the GPU drivers... and as you said, the file was damaged by windows defender! so I disabled it and downloaded the drivers again, everything worked fine! Thanks

Thanks for this! Sure enough, it appears the files were corrupted somehow, as I never had this issue before. I am not 100% sure, but I think it's related to Windows security and how it affects patched programs. :(

what if you are not having local security policy but only user account control settings and all your icons have already turned blank. even if you try to install local security policy, they write this app cant run on your pc and also only microsoft store apps work and can open correctly.
