My theory:

Loki tried to destroy the world before but shanks was able to stop him. Shanks together with other giants helped to chain him thats why world government respected shanks so much for this.

When Shanks spoke with Gorosei, he was indeed referring to luffy. Maybe shanks shared that luffy might be the person who will potentially unchain loki.
