Speed goes to luffy,
Base luffy was able to dodge light beams and called it slow.

Gear 2 is a 10× multiplier off of base and gear 4 is a 4×multiplier off of gear 2 making him 40× light speed

A base whole cake luffy is the same speed as that gear4 due to him surpassing them stated by katakuri and since he is 40× light in base he adds his gear 2 making him 400× light speed and than he adds his gear 4 making him 1600 light speed

A human kaido was able to speed blitz this gear 4 luffy making kaido way above light a rooftop luffy surpass that gear 4 that got speed blitz so my guess is base rooftop luffy is the same speed as that gear 4 and than he add his gear 2 making him 16000× light and than he add gear 4 making him 64000× light

Now idk if he did surpass that gear 4 in base but he possibly did surpass it but boruto is olny at light speed possibly FTL so😅
