Just bought the Osmo Mobile SE. I can confirm there is no need to install the app or "activate" it to begin using it.

Works with my Samsung A52s 5G. Just use the native camera app to operate the usual camera functions. The switch (orientation), mode (power), joystick, and trigger controls all work on their own. Record and zoom controls won't work, because those need bluetooth pairing with the Mimo app.

💯 usable as a standalone device with no bluetooth pairing needed. I don't care about any of the AI/smart-follow features and only really need it for stabilisation of handheld footage.
