In France, the US system of loot boxes in csgo would be illegal because it is considered gambling. To get around this, valve sells an "x-ray package", which contains the x-ray p250, and unlocks the ability of an account to buy cases while knowing what is in it. This avoids the problem of people making a bunch of accounts until they get a good case, and also is legal.
