Summary :
1. Contemplated establishment of All India federation consisting of British Provinces and Princely states
2. Dyarchy was abolished in provinces and responsible the government was introduced. I.e. Distinction b/w transferred and reserved subjects were removed.
3. Provincial autonomy was introduced. They were given independent financial powers and resources. They could borrow money on their own security.
4. Bicameral legislatures were provided in the 6 /11 provinces.
5. Separate electorates were further extended to depressed classes, women and labour.
6. Dyarchy was provided for in federal Executive (centre)
7. The federal legislature was to have 2 chambers (bicameral)- the council of states and the federal legislative assembly. The council of states (upper house ) was to be a permanent body.
Provision of joint sitting was provided.
8. Subjects were divided into 3 lists – the federal legislative list, provincial legislative list and concurrent legislative list.
9. Residuary subjects were with the governor-general.
10. Voting rights were extended with about 10% of the total population getting the right to vote.
11. The Indian council of the secretary of state was abolished
12. RBI was established in 1934. SPSC & JPSC were established
13. The All India Federation never came into being due to opposition of various parties.
