Because this short doesn’t tell you, the pilot was not at fault. It was actually the ground crew who had a radio malfunction of some sort and was at “fault”

Did some research. This airport does not have a manned ATC, and needs to communicate with ground crews to state their intention to land. The Canadian TSB report shows that the aircraft radio used to communicate with the ground crews did in fact experience a failure, and the plane did not see the vehicles as it was 1am in a snow storm.

This occurred at a small uncontrolled airport in the mountains of BC, with no ATC. The pilots were flying VFR at the time. You don't need "clearance" to land at an uncontrolled airport. You technically don't even need a radio to land at such an airport, or even to fly under visual rules (VFR).
A pilot must determine if it is safe to land, including a visual inspection of the runway. It is not legal to land with another aircraft or a vehicle on the runway. In this case, the pilots advised one of the vehicle operators (snowplow) ahead of time their ETA was in about 5 minutes and that driver exited the runway shortly before the plane landed. The snowplow driver relayed the info to the other driver (truck), but received no reply. On final approach, the pilots did not see the truck that was still on the runway, due to the glare of the sun on the wet runway. The truck's paint scheme was also not conducive to the scenario - it didn't stand out in the glare. The pilots only saw the truck after they landed, and he only saw them after they landed (he wasn't paying attention to the final approach path to check for incoming aircraft). The pilots applied the brakes hard and the truck driver sped off the runway as fast as he could.
This short video makes the pilots out to be morons, but commercial pilot licences aren't given out like candy, the way drivers licences are. ** Upon exiting the runway, the operator of the vehicle had parked his truck beside the apron, and he discovered that the volume on the vehicle’s very high frequency (VHF) 2-way radio had been turned down to an inaudible level. ** In other words, he had the volume turned all the way down so he didn't hear the pilots calling and he wasn't visually checking the approach path for inbound aircraft. Since he wasn't replying to their calls, they took that as a sign that there was no vehicular activity on the runway.
So if we're going to call people dumbasses, it probably should not be the pilots, like the way this video makes them out to be. The pilots did what they were trained to do, but missed seeing him due to the solar glare. The TSB report doesn't blame anyone specifically for the incident, but points out opportunities for correction in order to prevent further occurrences. The driver of the vehicle probably learned not to turn the volume all the way down on his radio when operating on the runway.

Small recap of what happened:
Planed wanted to land on uncontrolled airport. They don’t need clearance to land, but if everyone communicate, they can have the the trucks to move from the runway, and it’s pretty common is small airports.
2 snow trucks where cleaning the runway. One of them had been communicating with the plane and cleared the runway in time.
The other truck had its radio volume turned down, and did not hear the plane coming. It’s illegal to intentionally turn off your radio in an airport as it’s class D or above (where Radio comms are mandatory. Only E, F, G class areas can be flown into without radio).
This, the second trucker was 100% at fault

Ground vehicle operator should be fired for his incompetency, he's a douche for trying to blame the pilots for his own wrongdoing. He's a safety risk, get him out.

What the short doesn't tell you was that the airport was untowered, and the ground crew were in the process of clearing snow off the end of the runway. Because of this, the airport had a frequency published for incoming pilots to call to check with said ground crew prior to landing. They called, got no answer, pilots proceeded to land then this exchange occurred.
