Charging fees on a sale that doesn't go through would not be good for business. I would hope all realtors realize that. It's kind of like the entertainment industry. One of the first things they taught us in college was, "Never use an agent that charges you anything up front. Legitimate agents work on percentage because that's their incentive to get your work. The agent shouldn't be getting paid if you're not getting paid." If I ever had an agent tell me that I'd have to pay them to tour a house or to write an offer that may not even be accepted, I would most likely laugh out loud and walk on down the road.

As a single, first time home buyer who grew up in Oregon, it's pretty daunting looking for a house on the coast. Airbnbs and 55+ communities have locked out so much inventory that I may have to look at manufactured homes that are priced at double what they're really worth. Or just give up on the coast entirely. But I'm just frustrated with the market in general.
