It's possibly not as intimidating as you might think, a single foot down, or at least the ball of one foot is probably enough for many riders. Agreed. Allowing or teaching new riders that it is a way forward to better skills to use both feet flat (because they have more confidence) is not the way to go. Show them the correct technique and let them develop it as early and as quickly as they can.

At the same time it is 2021… couldn’t they just make adjustable seat heights? It’s not like it’d even be expensive. Or a noticeable weight penalty. Figment is defo an area I think manufacturers should get called out on more

Dropped my first bike because I couldn't get both feet down and lost all my confidence, second bike I got both feet down and the confidence came back, I'm on my third bike now and can't get both feet down but feel my experience is helping me now.
