In September 2021, Caltrans and SANDAG opened a new diverging diamond interchange located at the intersection of Enrico Fermi Drive and State Route 11 (SR 11) in Otay Mesa near the U.S. - Mexico Border. The interchange is the first of its kind in the San Diego region and the first in California to cater to freight. Its efficient design allows travelers turning left to continue without stopping at a signal light, helping to reduce congestion and improve overall traffic flow, particularly for freight transporting goods throughout the corridor.

The interchange was recently recognized for “Most Innovative Transportation Solutions” by the Women’s Transportation Seminar International (WTS International) and was awarded “Project of the Year” by the Institute of Transportation Engineers.
