Hello Jay and Tanya. Constanta born here.
First of all, thank you for your visit and nice words about the town, usually the town itself gets overlooked, because people prefer to go to the north of it, in Mamaia Resort, or south of it, when it comes to summer(s).
The statue you saw? Most likely it was Ovid's statue, the Roman poet exiled in 8AD, to Tomis, by Augustus. (The Dobrogea area, where Constanta is located, is home to 95% of all Romanian Muslims, but most are descendants of families that stayed here after Dobrogea was ceded to Romania, in 1878. Quite secular in attitude, they played no part in the Kemal uprising, nor would they care that much, they consider themselves Romanians, first, muslim, second).
The city itself? Founded by Greeks, in 6th millenium BC, a colony of Milletus, later conquered by the Romans (and with it, the whole Romanian Black Sea Coast).
The commie looks of the buildings? Yeah, we were commies for 44 years, but never a part of the USSR (which helped us a lot later, after 1989).
And, when it comes to the Casino... after 35 years of neglecting, it was finally restored and it will enter the tourist routes in May 2025 (21st May being city's festive day).
Hope you'll visit again, it has its charm EVEN in the winter (we don't call it Black Sea for nothing, you know). Stay safe!

Thanks for sharing Constanta with us! I was in Romania this past June but I didn’t get to visit Constanta. I found the Romanian people to be very friendly and would definitely like to visit again.

This is a very small mall and does not look like a mall at all. You should visit City Park Mall. Much bigger that one. Regarding the opinion of our country mans from other parts of Romania, they have seen Constanta maybe few years ago. Now Constanta is under continuous development, major European financed projects in infrastructure, parks, and entertainment like extension and modernisation of Dolphinarium and a new Aquarium. I am confident that in about 5 years it will be a real touristic destination similar to those from Mediteranean coast. You should go visit the resort of Constanta called Mamaia and take the sky gondola for nice sightseeing of the beach and resort. Also for most of highlights you can take the City Tour Bus.
