The car one is actually a medical condition. It’s called astigmatism. It’s when lights become lines and can be very dangerous at times (like in the picture)

Edit: I forgot to mention that it can happen also due to car windows. What I ment is that just whenever. Like outside and it happens lol

The car one is Astigmatism and as someone that has it it's is legit awful so I was denied and never can get a driver's license
